An impeachment complaint against President Benigno Aquino III to make him accountable for his role in the Disbursement Acceleration Program (DAP) will get nowhere, Dasmarinas City Representative Elpidio Barzaga Jr. said.
Certain portions of the DAP, which Malacanang claims was an economic stimulus program, was recently declared by the Supreme Court as unconstitutional.
Lawyer Oliver Lozano had already presented an impeachment complaint against the President for endorsement by a member of the House of Representatives, while militant groups plan to file their own, using the high court’s ruling as basis.
But Barzaga, the vice president for external affairs of the National Unity Party (NUP), said lawmakers pushing for impeachment will have a difficult, if not an impossible, task of gathering the vote of one-third of the House of Representatives membership, which is the minimum number required to approve a resolution to impeach the President.
He also pointed out that there won’t be enough time to complete any impeachment trial since 2016 is an election year, which means the Congress will likely end its session around February or March of that year.
Barzaga also said that “while it struck down parts of the DAP implementation as unconstitutional, the Supreme Court also readily conceded that the program was a boon to the economy.”
The NUP and other pro-administration blocs in the House have said that they will reject any move to impeach the President over his role in the implementation of the DAP.
