Micro-, small- and medium-scale enterprises (MSMEs) will soon be able to easily register their businesses and gain access to low-interest credit and other services in municipalities and cities nationwide with the ratification of the ‘Go Negosyo’ Act by the House of Representatives.
The ratified bicameral conference committee report of the reconciled version of Senate Bill 2046 and House Bill 4595, known as the ‘Go Negosyo’ Act, promotes the development of MSMEs to help generate more jobs in the countryside.
Four National Unity Party (NUP) lawmakers and their ally under the Coalition of Peace and Development (CPD) were among the co-authors of the measure.
They are Representatives Juliette Uy (2nd District, Misamis Oriental), Ma. Victoria Sy-Alvarado (1st District, Bulacan), Damian Mercado (Lone District, Southern Leyte), Franz Joseph Alvarez (1st District, Palawan), and Mariano Piamonte, Jr. (Partylist, A-TEACHER),
The measure primarily aims to facilitate access of MSMEs to low-interest financing programs by providing them with startup funds to be sourced from an MSME Development Fund that would be created for this purpose.
A "Negosyo Center" will be established in all provinces, cities and municipalities under the supervision of the Micro, Small and Medium Enterprises Development (MSMED) Council, as provided under the measure.
The Center will be responsible for accepting and facilitating all registration applications for MSMEs, integrating a unified business process system, and supplying information and services in training, financing and marketing for micro, small and medium enterprises.
Under the reconciled version of the measure, the Department of Trade and Industry will draft a unified and simplified business registration form for MSMEs, which will then be distributed to all Negosyo Centers nationwide.
