Representative Karlo Alexei Nograles of the National Unity Party (NUP) has proposed the establishment of a Local Bikeways Office (LBO) that will identify and provide bike lanes in major thoroughfares to encourage commuters to use this environment-friendly method of transport.
Nograles said House Bill 3952 also promotes good health and fitness and provides commuters with a cheaper way to travel.
"Biking is an alternative way of physical exercise that has long been promoted not only in the Philippines but also globally," said Nograles, who represents the 1st district of Davao City.
Under HB 3952, the powers and functions of the LBO include the task to prepare plans and specifications, and manage the construction and maintenance of bikeways on all thoroughfares and roads, Nograles said.
The LBO is also responsible for the development, management and implementation of the project in coordination with the Department of Public Works and Highways (DPWH), Land Transportation Office (LTO) and other related government agencies.
“It is also mandated to maintain a bike registry, provide safe and strategic parking facilities and road signages for bike use as well as conduct education and information drives on the benefits of using bikes,” Nograles said.
Nograles’ bill likewise seeks the creation in each city and municipality of a bicycle park, which should include bikeways, bike parking areas and similar infrastructure.
