A partylist lawmaker has proposed the mandatory posting inside all public utility vehicles (PUVs) of laminated display cards containing essential information about their respective operators and drivers as a way to help protect the welfare of commuters.
Rep. Lorna Velasco of the partylist organization AMA said this “will certainly empower the passengers and will ease the process of reporting abuses and crimes committed against them by erring public transport operators or their agents."
AMA is allied with the National Unity Party through the Coalition for Peace and Development.
Velasco filed House Bil 3767 which requires all operators and drivers of PUVs, without exception, to produce a laminated display card which includes the following information: the complete name and contact number of driver, driver's picture, driver's license number and date of expiration as well as the complete name of and contact number of operator or owner.
The display card should also include the plate number of the PUV, body number of PUV (whenever applicable), certificate of public convenience license number, authorized route as reflected in PUVs certificate of public convenience and hotline/contact number of the Land Transportation Franchising and Regulatory Board, Velasco said.
Under HB 3767, it shall be the responsibility of the operators and drivers of PUVs to keep the information displayed on the laminated cards updated and accurate at all times.
“The bill states that it is unlawful for any PUV driver or operator to operate without the required laminated display card and unlawful as well if such laminated display card contains false information or is posted in a place within the PUV not visible or readable for all passengers inside the PUV,” Velasco said.
Violators of the proposed law face penalty and fines of not more than P20,000 for the first offense and not more than P50,000 and suspension of the PUV’s franchise and driver's license for the second offense.
