First-term representative Gavini Pancho (2nd district, Bulacan) is proposing the automatic development or improvement of roads leading to all state housing projects in the country to ensure that social and economic linkages are readily available to residents in these communities.
In filing House Bill 3061, the National Unity Party (NUP) lawmaker said his measure aims to contribute to the total development of government housing sites and realize the National Housing Authority’s mission of providing decent, adequate and affordable housing to the greatest number of people.
"The construction or improvement of barangay and municipal roads which connect the housing project to other barangays and to the center of commerce where trading, job opportunities and other social services can be accessed to, are being neglected for there are no funding provided for road projects," Pancho said.
The neophyte solon said his measure, to be known as the “Housing Development Act of 2013,” would open up economic opportunities and ensure the provision of community facilities, utilities and social services to residents in state housing sites.
"It is imperative that roads leading to these housing projects by the NHA be given full attention by allocating funds," Pancho said.
Under his proposal, Pancho tasked the Department of Public Works and Highways (DPWH), in consultation with the NHA, in promulgating the necessary rules and regulations to ensure the upgrading of the municipal or barangay roads leading to government housing projects.
